A unique aspect of military courtesy is the SALUTE. It is a gesture of respect and sign of comradeship among military service personnel. Accordingly, the SALUTE is a uniform gesture; meaning that the highest man in rank returns the SALUTE in the same form in which it is rendered to him.

Mission

The Quality Resource Center (QRC) is an 501(C) 3 nonprofit organization that has been established since 2006. The expressed mission of S.A.L.U.T.E. is developing and implementing affordable-supportive housing communities that service special need, chronically homeless and low-income veterans through experienced public and private partnerships to address their and surrounding community needs. Specifically, our programs and support services are targeted towards chronically homeless adult men and women veterans with a history of mental illness and/or Substance addiction, directly affecting the human health and welfare of these individuals in our community.

Vision

QRC will endear itself to the communities of the 1st Coast as the premier service provider of relevant and quality services for the aforementioned population by offering dedicated staff, counselors and other support personnel that will help people fully integrate and thrive within the mainstream population of the communities served.
QRC will bring to fore collaborative partnerships with private and public entities to deliver a menu of unrivaled services throughout the region aimed at elevating the living conditions of the populations served and the communities in which they live.
